What is a cosmetic allergen?

As a reminder, a cosmetic allergen is a chemical substance that can cause allergic reactions in certain individuals who have applied cosmetic products (rinsed or not rinsed) containing allergens. The risks involved are most often linked to the use of perfume concentrates and essential oils in various products. In order to limit the risks to consumers, the European Union has drawn up a list of substances subject to regulation, which has recently been expanded to control the dosage and information linked to these various allergenic substances.

A list of allergens enriched with 57 additional active ingredients

Initially numbering 25, this list of allergens will be expanded to include 57 additional allergens, requiring manufacturers to bring the dosage and labelling of their products into line throughout the European market. The new list is due to be adopted in the first half of 2023 as part of European Regulation No. 1223/2009 of the European Parliament and of the Council.

What are the provisions of this law?

In addition to extending the number of allergens in cosmetics, this law includes :

- Adding 57 other allergens to the list of substances to be labelled, in addition to the 25 already subject to current regulations.

- Labelling of all 80 allergens for products with a concentration exceeding 0.001% for leave-on products and 0.01% for rinse-off products.

- Harmonisation and simplification of substance names for consumers.

- Several similar substances should be grouped together and added to form a "grouping name", which should be used on product labelling.
